Transportation CURB-AIR: CDM and Urban Air Pollution Air pollution is a severe environmental problem in Asian cities. Due respiratory diseases caused by urban smog, more than 3000 healthy life years are lost per million city dwellers. The main sources across countries are in general increased traffic and industrial activity. On the other hand, each region has its own specific characteristics regarding energy use and economic development and therefore policies combating air pollution must be tailored to the local situation to be successful.
The Kyoto Protocol was adopted in 1997 by the Conference of the Parties of the UNFCCC. With ratification by Russia it came into force in early 2005. Industrialised countries that have ratified the protocol face a greenhouse gas (GHG) emission target for 2008-2012. These targets can be met by domestic action as well as by international cooperation, for instance through the Clean Development Mechanism (CDM). This is a project-based mechanism aiming to:
The CURB-AIR project recognises the opportunities for financing clean technology implementation in Asian countries. As both greenhouse gases and air pollutants mainly arise from the same sources, the CDM can be used to improve urban air quality. Using the co-benefits approach will also provide a practical means to fulfil sustainable development goals of the CDM. CURB-AIR focuses on air pollution as the main environmental issue for cities, and considers CDM a window of opportunity for financing implementation of clean energy technology. Objectives
