Climate Change

Capacity Building in Asia Pacific On Kyoto Protocol Beyond 2012

How the Protocol will extend beyond 2012 remains a large question to be addressed. Asia Pacific, with some of the World’s fastest growing economies and some of the countries most vulnerable to effects of climate change, has a crucial role to play in climate negotiations as well as action to tackle climate change.

Therefore, facilitating exchange of views on participation among Asia-Pacific countries, particularly participation among developing countries in the region, is immensely important. Initiatives from Asia Pacific countries will ensure that their concerns and visions are reflected in the post-2012 climate regime. This project is all about process, not about producing yet another proposal for a design of an international climate change regime beyond 2012.

The project has three strategic objectives and corresponding work streams. The first strategic objective is increasing quality of information exchanged and produced in Asia and the Pacific. This objective is to be achieved through Work Stream 1: “Research by Asian and Pacific research institutions”. First stage of this work stream is to critically review the existing proposals. The second stage deals with issues related to process, highlighting the importance of starting a dialogue on Kyoto Protocol beyond 2012 and providing recommendations to the decision makers on this dialogue.

The second Strategic Objective is exchanging views and building trust. This is to be achieved through Work Stream 2: “Bottom-up process from National Dialogues to Regional Workshops”.

The third Strategic Objective is about increasing the quantity and quality of information available from Asia and the Pacific to the rest of the world. This is to be achieved through Work Stream 3: Publications.

The expected outcomes of this initiative are:

  1. increased capacity of research institutions in Asia and the Pacific in dealing with the institutional challenges posed by climate change in the period beyond 2012;
  2. More proactive approach in the discussion on the future global climate regime; and ultimately,
  3. Imperatives for a process towards further design, development, and implementation of the international climate change regime beyond 2012.

The project partners are:

  3. Tokyo Institute of Technology – Japan
  4. Center for Ecological Economics, Faculty of Economics, Chulalongkorn University – Thailand
  5. Bangladesh Centre for Advanced Studies - Bangladesh
  6. Department of Environmental Economics and Management, School of Environment and Natural Resources, Renmin University – China

The initiative is financed by Asia Pacific Network (APN) CAPaBLE (Capacity Building in Asia and the Pacific) and Global Environmental Research Fund, Japan.
